Adult Education in Cyprus: Review on the Actions Based on the European Agenda

Abstract

This article analyses the actions implemented in Cyprus from 2012 to 2025 within the framework of the European Agenda for Adult Learning. The purpose of this article is to critically review the strategic evolution of adult education in Cyprus and evaluate the extent to which these actions addressed national and European lifelong learning targets. The initiatives are categorised into six phases, as defined by the goals and priorities set by the European Agenda for Adult Learning and as presented on the website of the Ministry of Education. To investigate and present the actions, a review was conducted of all the action plans and dissemination materials published by the Ministry of Education. The historical overview highlights that all initiatives undertaken during this period aimed to enhance the participation of the Cypriot adult learners in Cyprus lifelong learning and to address systemic barriers to education. This review contributes to the understanding of policy evolution in small-state contexts.
