Δημήτρης Ν. Καλογιάννης
Abstract

The underlying assumption of this study is that the concept of European citizenship is not a product of parthenogenesis but it carries the heritage of older citizenship models. Therefore, the aim is twofold: first, this paper attempts to present those elements that constitute the historical background of the contemporary concept of citizen. Second, it has also the intention of researching on what kind of citizen is being promoted by supranational and intergovernmental institutions of the EU. The data so far shows that intergovernmental bodies establish a formal and derivative citizenship while the European Commission promotes reactively the version of active citizenship.
