Institutions and reforms in Greece: the case of higher education and research

Abstract

Higher education and research constitute a policy area, being part of the so-called 'knowledge triangle', although typical interconnection among them is still missing in Greece. The article analyzes the evolution of the relevant public policies in Greece since the 1980s. The main characteristics of the specific public policies, the power of path dependency, the critical junctures and their causes, as well as the results of these initiatives in both cases are discussed. Finally, we compare their evolution, we analyze the impact of supranational activities and initiatives on national policy, we categorize the type of change and we examine whether or not the characteristics of the 'higher education and research' policy area are unique in the domestic policy arena.
