The dynamics of change and the management of change in European integration

Abstract
The article examines the phenomenon of change in the EU, arguing that due to the complexity of the integration process, dimensions of the phenomenon are often concealed. Three different arenas and respective approaches for exploring patterns of change in the Ell should be distinguished. The first refers to the dynamics of change that integration displays in the international context, the second concerns change in the political system of the EU, and the third refers to change in the EU institutions. One more dimension of change refers to the effects that the very system exercises on change, ie. the management of change. Despite the differentiations discerned in the examination of the various arenas of change, synthesis is not ruled out. This is suceeded through studying the management of change by the EU institutions and the member states. In particular, the management of change is approached with reference to the organizationally defined sets of processes developed in organization theory for the study of the dynamic of rule change in an organization.
