The new administrative "reality" at the level of local government: Law 2539/1997

Abstract

By enactment of the Law 2539/1997, the Greek State has reformed the status of first-level local authorities (Municipalities, Communities and Houses of Court). This reform had the advantage of modernisation, but at the same time was not free of legal and organisational setbacks. In order to overcome these setbacks, the legislature as well as the public administration should take action in order to achieve a more clear division of competence. This would entail a careful retention of competence over affairs of-a local nature in the hands of local authorities, as well as the improvement of communication between citizens and the public authorities involved.
