Abstract
This article discusses the significance of the issues that will be raised during the IGC 1996 for the reform of the Treaty of the European Union. It draws on the recent theorising on integration and in particular on the “confederal consociation" model of Chryssochoou & Tsinisizelis (1995) to suggest a possible line of developments during the IGC 1996. The debate on the IGC is mainly informed by the relevant material published by the involved parties in this process and in particular by the Report of the Reflection Group of December 1995. The article concludes that on the basis of the discussions in the Reflection Group and the theoretical model employed, the 1996 IGC will only lead to a marginal reform of the Treaty on European Union.
