Patterns of organizational change in public administration: The reform (?) of bureaucratic structures in the context of the economic adjustment programmes.
Abstract
This paper explores the impact of the administrative reforms that have been implemented during the economic adjustment programmes on the organizational structure of the Greek public administration. The core idea is that the external pressure for de-politicization has led to a growing agencification trend, i.e. a shift from traditional bureaucratic structures to quasi-autonomous agencies, which hasaffected the organizational and structural features of the domestic administrative apparatus. The impact of agencification is discussed in theoretical and empirical terms also taking into account the changing dynamics of the politics – administration relationship.
