Μετασχηματισμοί του κράτους ευημερίας στην Ελλάδα και συρρίκνωση του ΕΣΥ: η πολιτική υγείας προσφύγων και μεταναστών (1999-2024)

Περίληψη
Η πολιτική υγείας αποτελεί δείκτη μετασχηματισμών των κρατών ευημερίας και προϊόν των μετασχηματισμών αυτών, διατηρώντας ωστόσο και τη δική της δυναμική. Το άρθρο επιχειρεί μια κριτική αποτίμηση της πολιτικής υγείας προσφύγων κα μεταναστών στην Ελλάδα την τελευταία 25ετία, εντάσσοντάς τη στο πλαίσιο της ασφαλειοποίησης και της μεταρρύθμισης του δημόσιου τομέα υγείας στην Ευρώπη με βάση την «εργαλειοθήκη» του Νέου Δημόσιου Μάνατζμεντ (ΝΔΜ). Εστιάζοντας σε τρεις διαστάσεις της πολιτικής υγείας –διαμόρφωση ατζέντας, χρηματοδότηση, διασφάλιση πρόσβασης σε φροντίδα υγείας–, παρακολουθούμε τομές και συνέχειες σε μια διαδικασία εντεινόμενης ασφαλειοποίησης και μετασχηματισμών του ΕΣΥ στο πρότυπο του ΝΔΜ. Κατακερματισμός και ιδιωτικοποίηση, εξάρτηση από μια επισφαλή εξωτερική (ευρωπαϊκή) χρηματοδότηση και εμπόδια σε όλες τις διαστάσεις της πρόσβασης, αποτέλεσαν σταθερά γνωρίσματα της τελευταίας 25ετίας – όχι αποκλειστικά περιόδων «κρίσης». Αντίρροπες τάσεις, τόσο στην περίοδο 2015-16, όσο και στην υποδοχή προσφύγων από την Ουκρανία, έδειξαν εναλλακτικές δυνατότητες, χωρίς να αναιρούν τη διαρκή συρρίκνωση του ΕΣΥ.
