Abstract

The pursuit of “progressive governance” dates back to a specific tradition of the Left that has
been closely related to the theoretical bases and practical applications of the “steering state”. The
relationship between Left and the steering state has been founded, in the first phase of Social
Democracy, on the perceptions of progressive reformism for the role of the “strategic state”, it
has been rearranged during the era of globalization and the financial crisis of 2008, through the
alternative approaches of the “steering function” of the State and of “participatory
administration”, while ending, in the “era of risk”, in a new synthesis that combines the
“evidence-based policy” and the strategic dimension of governance with the value priorities of
“Social Democracy”.
