Η Κοινωνική Διάσταση της «Ευρώπης 2020»: Ρητορική και Πραγματικότητα

Περίληψη
Ως διάδοχος της Στρατηγικής της Λισσαβόνας, η «Ευρώπη 2020» αποτελεί τη νέα δεκαετή στρατηγική της Ευρωπαϊκής Ένωσης (ΕΕ) για μια «έξυπνη», «βιώσιμη» και «χωρίς αποκλεισμούς» ανάπτυξη. Το άρθρο αυτό επιχειρεί μια κριτική αποτίμηση της κοινωνικής διάστασης της νέας αυτής ευρωπαϊκής στρατηγικής. Μεθοδολογικά το κεντρικό επιχείρημα αναπτύσσεται σε δύο επίπεδα ανάλυσης. Στο επίπεδο της ρητορικής, η «Ευρώπη 2020» εμφανίζεται περισσότερο κοινωνική από τη Στρατηγική της Λισσαβόνας και ιδιαίτερα από την αναθεωρημένη εκδοχή της (2005), αφού επαναφέρει, μεταξύ άλλων, την καταπολέμηση της φτώχειας και του κοινωνικού αποκλεισμού στο επίκεντρο της Ευρωπαϊκής πολιτικής ατζέντας και θεσπίζει για πρώτη φορά ποσοτικούς στόχους και κατευθυντήριες γραμμές για την καταπολέμηση τους. Ωστόσο, η πραγματικότητα, όπως προκύπτει από τη διετή εφαρμογή της Στρατηγικής, είναι ασύμβατη με τους διακηρυγμένους στόχους. Οι επιπτώσεις της διεθνούς οικονομικής κρίσης, η κυριαρχία του νεοφιλελεύθερου «παραδείγματος» στις πολιτικές της ΕΕ, αλλά και εγγενείς ασάφειες και αντιφάσεις αναφορικά με τον τρόπο διακυβέρνησης της νέας Στρατηγικής, καθιστούν εξαιρετικά αμφίβολη, αν όχι ανέφικτη, την προοπτική ενδυνάμωσης της κοινωνικής διάστασης της Ευρωπαϊκής ολοκλήρωσης.
