Abstract
This study analyzes the interactions between central administration, local administration, and social policy actors in Greece from 1974 to 2001. It focuses on the relationship between local administration and the welfare state, highlighting the impact of legislative reforms on administrative and social structures. The research reveals trends towards decentralization, the influence of the European Union, and the challenges of implementing social policies. Based on a critical analysis of legislative documents and literature, it underscores the need to strengthen local government autonomy and improve the effectiveness of social protection policies.
