Τhe “Kallikrates” reform and solid waste management

Abstract
Recent local government reform in Greece focused on strengthening administrative capacity of local government and the achievement of economies of scale on service provision. Solid waste management and waste disposal policy was identified as a key policy area where novel structures and patterns of policy making could be applied in order to ameliorate the state of the environment and improve domestic compliance performance with EU law. The paper seeks to assess the effectiveness and efficiency of the national strategic plan for the immediate closure and rehabilitation of illegal landfills in order to identify the institutional factors that enable or hinder compliance with EU directives.
