Assessing management and implementation of Smart Specialization Strategy 2014-2020 in Greece: Comparative Analysis of two Regions
Abstract
This article examines the implementation of the Smart Specialisation Strategy in Greece. Based on the decision of Greece to develop Smart Specialisation Strategies both at national and regional level, the paper investigates how these Strategies were implemented by Greek Regions, highlighting the main differences between them. The research is adopting the theory of regional innovation systems and through a comparative analysis of the Smart Specialisation Strategy of Peloponnese and Western Greece is examining the way the Strategies were developed, managed and implemented. One of the main points of the article is that despite various limitations, Strategies enhanced interaction between the local entrepreneurial and research community, financing targeted research and innovation actions. Although, available data are not suitable for evaluating the exact impact of RIS3 on regional innovation performance, it seems that Strategies and directly related measures did contribute to the improvement of the regional innovative landscape.
