Abstract

This policy paper critically assesses the European Union Maritime Security Strategy published by the European Commission in March 2023 and endorsed by the Council of the European Union in October 2023. It is argued that this strategic document makes an important contribution to the regional integration of the Eastern Mediterranean states by providing the necessary institutional framework for cooperation at political and economic level through which state and non-state actors can develop their action in a variety of policy fields, taking advantage of the fact that security is a precondition for development.
