The Research System of Greece and its evolution
Abstract
The role of the Research and Technological Development (RTD) in the Knowledge Economy is particularly enhanced. In the 'Lisbon Strategy' one of the main targets is the growth of the research system of the European Union and the increase of the RTD expenditure from 1.9 percent of the Gross Domestic Product in 2000 to 3 percent in 2010. The research system of Greece was structured during the last three decades by a set of national and also Community interventions. In this article, a description of these interventions is given in the form of programs implemented and institutional measures taken over the aforementioned period of time. A dynamism and keen competitiveness of the system is observed particularly with regard to academic-oriented research. In contrast, the Business sector is the least developed. The overall size of the system remains quite small and for that reason its impact on the economy is restricted. However, the research system is one of the strong components of the Greek economy and with appropriate interventions can move the economy to a higher level of competitiveness and development. Given the lag of the Business sector, it falls to the research institutions (Research Centers, Universities, and Technological Institutions) to undertake the role of the engine which will pull the system to a sustainable development. On its part the State must create the appropriate environment and the instruments which will support the strong points of the research system and will orientate it to producing not only high level research results but important economic results as well. The achievement of such a 'quantum leap' is not possible without additional financing which, with fast and flexible management, will support innovative actions with speedy results.
