Private and public governance system of the "network of networks"
Abstract
The development of the information technology and its evolution to a ‘Network of Networks’ (Eli Noam) marks the transition to a new and complex economy of knowledge and networks. The new information technology allows the development of new forms of flexible relations stretching beyond the hitherto known, traditional context and giving the economic system an extraordinary flexibility. The self-organization potential of the Internet constitutes an enormous challenge for the public regulatory authority (both governmental and legislative). It is necessary to build private and public organizations able to respond to the demands of the network reality, as well as create forms of productive cooperation between private enterprises and state supervision institutions. These forms of cooperation amount to a private and public ‘art of governance’ of the network infrastructure. Their object is, on the one hand, to ensure the self- stabilization ability of the markets and the development of technological innovations. And, on the other hand, to create systems enhancing the interface capabilities of the new network economy. Besides, the development of innovations in the Network depends on the quality and the conditions of connection (standardization). In the sector of information technology the state comes to the limits of its possibilities to act, because its relevant knowledge is very limited. The development of a synergetic process for the private-public production of knowledge becomes inevitable.
