"Governance", democratic control and accountability

Abstract
This text deals with accountability and multi-level governance and seeks to explain why the trend towards more cooperative forms of policy-making can have negative consequences for democratic accountability. It first explores the properties of multilevel governance that lead to a deficit in democratic accountability -the lack of visibility, the uncoupling from representative institutions, the composition of networks, and 'multilevelness' itself- before coming to more general conclusions regarding the characteristics and limits of accountability mechanisms in multi-level governance and their consequences for democracy. In the end, it is argued that we may well be facing a paradox: network governance and multi-level governance are characterised by more accountability, but less democratic control.
