The social media, electronic governance, electronic deliberation: Towards a new synthesis?

Abstract
This paper represents an effort to study the ideas underlying the development of social media alongside the conditions that favor the development of electronic governance services. The development of social media is explained as the technological and ideological offspring of a series of ideas acting as precursors, including peer-to- peer collaboration, trust in the wealth of networks, the wisdom and the willingness of crowds, open source software, open digital content and gift economies, which all together compose a framework for innovation and creativity. The notion of governance, on the other hand, is approached in light of the expression of citizen opinions as a necessary condition and is shown to meet in an interesting way applications of social media such as the ones presented in the last part of the paper. Completing this analysis, a number of difficulties are mentioned that accompany the development of social media, and the need is highlighted for electronic governance to transform itself towards more collective and flexible forms, including (in its fundamental conceptualization) the values of collaboration and creativity.
