The energy trilemma of the European Union in the era of polycrisis

Abstract

In the years preceding the Russian invasion of Ukraine, a paradigm shift took place in the EU’s energy ‘trilemma’ - that is, in the need for energy to be produced and distributed in a secure, affordable, and environmentally sustainable way – with sustainability emerging as the top strategic objective of the Union. The war in Ukraine brought the objective of ensuring security of supply back to the fore and prompted the EU to seek a different policy mix so as to simultaneously achieve the goals of the green transition and of diversification away from Russian gas. This article studies the evolution of European energy and climate policies over the last fifteen years and assesses the options of the Union and its members regarding the three dimensions of the energy trilemma.
